Microsoft Clutter is a tool that takes the form of a folder within an email account (Outlook) that works similar to a "Junk" folder by filtering through incoming emails for messages deemed "low priority". Clutter looks for the messages you are most likely to ignore, based on your previous activity, and moves them to the Clutter folder in your Inbox. 

By default, the Clutter folder is located under Deleted Items and above Junk in the Outlook desktop client. In webmail, the Clutter folder can be found under the Folders heading, directly below the Sent Items folder.
